December 12 - Zakariya Essabar, a Moroccan who intended to participate in the plot, submitted the first of two visa applications in Berlin. He indicated that he intended to arrive in the United States on February 15, 2001.[2]

On January 10, Essabar was interviewed and was denied a visa under INA section 221(g), on the grounds that he provided no evidence of a job in or other ties to Germany. Essabar applied for a visa again on January 28, 2001, but there is no record of the State Department’s ever having acted on this second application. [2]
