Dick Cheney

Dick Cheney was at the White House on 9/11, and managed the situation from the Presidential Emergency Operations Center (PEOC), a bunker beneath the White House.

The ability to coordinate a response was hampered by plenty of misinformation and confusion, regarding what was happening:

• Cheney gave an order to shoot down a hijacked civilian airliner that didn't exist--a phantom created by panic and garbled communications.^[1]
