Ali Abdul Aziz Ali (Ammar al-Baluchi), the nephew of Khalid Sheikh Mohammed, helped facilitate funding of the 9/11 attacks, by wiring money from Dubai to the Hamburg operatives (Mohamed Atta, Marwan al-Shehhi, and Ziad Jarrah) to cover their flight training expenses.[1]

Ali also met with Hani Hanjour in the United Arab Emirates, before Hanjour went on to the United States in December 2000. Ali opened a bank account in Dubai for Hanjour and providing the initial funds for his trip.

On August 27, 2001, Ali Abdul Aziz Ali applied for a U.S. visa in Dubai, United Arab Emirates. Ali’s application stated that he intended to enter the United States on September 4, 2001, for “one week.” As a Pakistani visa applicant in a third country, he would have received close scrutiny from U.S. officials. In any event, it was deemed possible that he intended to immigrate, and accordingly he was denied a visa under section 214(b).[2]
